Customs duty transactions - dates for payments on receipt

When stock was landed and frozen to retrieve the prices later, the customs payment transaction (if needed on the pre-advice) was then created with the original movement date. Where this was 6 weeks ago or more, it is archived by day end meaning the customer is charged but if the declaration wasn't imported into CDS first then it might not get created.

Payments on receipt now changed to be created with the date the payment is created, in the case above after the values have been added to the stock and it has been unfrozen.

Important to note that if rates have changed between when the stock was receipted and the payment created that this will mean that the duty will be calculated on the rate at the time the payment is created.

The ABV has been added to the Order Review report.  At the same time the report now supports orders which are not deferring to the stock owner's deferment, the VAT status will now be set correctly, which is also now displayed against the lines to make this clearer, along with the EORI for the stock holding customer & deferment which now shows in the header.

The Duty & VAT Enquiry has also been updated to colour highlight the VAT cell in grey for PVA VAT transactions, like it already did for Acquisition VAT, the Strength is now read only and the PVA VAT total has also been added at the bottom.
