HMRC Changes

VB-1320 | CDS - customs control messages | HMRC | Currently absent from HMRCs technical developer documentation, it has come to light that two messages can potentially be generated by HMRC and sent to Bond in the event of customs controls. Vision Bond would have discarded these, this may explain why some customer systems have declarations which appear to get stuck at a status and never progress. Customers should continue to deal with these directly with HMRC teams outside of the system. Changes have been made to the application to support the processing of these message types so that it is clear to users if a customs control is in place for a particular declaration. Declarations can now transition to statuses: Physical Examination & Document Required. The system now also supports the DMSQRY message which customs can use to send messages the declarant, these are visible in the CDS screens HMRC tab (Query sub-tab). Changes were also made so that if there are any other messages returned which HMRC have not published to developers, that the declaration will transition to Unexpected Response status, any of these which users notice should be reported to the support team. |
VB-1305 | EMCS v4.0 | HMRC | Preparation for HMRC EMCS v4.0 update planned for 13/02/2023, including the following changes: Net / Gross Mass field rename & expansion of the decimal places permitted. Maturation Period or Age of Products & accompany Language field added to the e-AD. Customers must upgrade to this version at any time beforehand in preparation for the upgrade. Comms will be sent nearer the time about the final downtime required to switch Bond over on 13/02/2023 to be compatible with the new HMRC version going live. |
VB-1278 | CDS - customs approval numbers for small businesses | HMRC | Customers with multiple sites have historically been assigned different customs authorisation numbers for each, HMRC are now assigning a single authorisation number to multiple sites providing the bond is not considered a large business. Small changes required to Bond CDS module to support this. |
VB-1259 | EMCS - Northern Ireland ARC | HMRC | ARCs for an NI consignee (with GB place of delivery) failed submission with the following error: The Warehousekeeper is in Northern Ireland but the delivery address is England, therefore the GB trader ID would not be XI00 as per the error stated it would be GB The consignee warehousekeeper was indeed in NI, and the delivery address is indeed England, but the GB trader ID was being correctly submitted as GBxxx. Keying the ARC manually on the HMRC website works fine and returns the ARC to Bond, ironically with the same data as Bond submits. Problem identified was an inaccuracy in HMRC’s documentation send to developers, the code has now been corrected. |
